We believe the relaxor properties can be understood based upon a dipolar glass model which requires two necessary conditions: (1) random displacements of polar species, e.g. Pb in these cases; and (2) two competing interactions such as ferroelectric (FE) and antiferroelectric (AFE) coupling. The proposed study involves low-temperature thermal diffuse scattering measurements of several positions in the reciprocal space to track the FE and AFE fluctuations in relation to teh temperature and 1:1 short range order.
